Project Scope
Mawael Environmental Consultancy contributed to the development of the Strategic Environmental Assessment (SEA) Guidelines for the General Organization for Physical Planning (GOPP) to institutionalize the application of SEA within Egypt’s national, regional, and local planning systems. The assignment established a practical framework enabling planners and decision-makers to integrate environmental sustainability into policies, plans, and development programmes from the earliest planning stages. The work included reviewing Egyptian environmental legislation, international SEA best practices, and existing planning frameworks while adapting the guidance to national institutional and regulatory contexts. Particular emphasis was placed on stakeholder engagement, cumulative impact assessment, evaluation of development alternatives, and the integration of environmental considerations into spatial planning processes. The resulting guidelines provide standardized methodologies, procedures, and decision-support tools that strengthen environmental governance, improve planning quality, and promote resilient and sustainable urban development across Egypt.
